BOARD MEETING
The quarterly Board of Director’s meeting of the Glenbrooke Homeowners Association was held this afternoon. There were approximately 64 homeowners in attendance.
The new President of the Board, Mr. Van Dam, addressed the ongoing effort to save the trees along the streets from the ash-boring pest. The Association is working with a certified pest control company in monitoring the trees.
The Palm trees in the pool area are still being monitored for their health. There are no plans to remove them at this time.
Treasurer, Les McCargo, presented the financial reports for July, August and September and they were approved.
The proposed 2010 budget was recommended for approval and was approved by the Board. Residents should receive their copy of the approved budget before the end of November.
The approved budget represents an increase of 71 homes for assessments from the 2009 budget. The good news is there will be NO increase in HOA dues in year 2010 - the amount will remain $159.00 per lot. Of that amount, $27.00 is going into reserve accounts, which is deemed healthy.
There were increases in the budget for the maintenance of air condition units and the fitness equipment as those are both now out of warranty.
There was no change in the budget for increasing facility hours for summer months in 2010.
The Design Review committee had 47 applications reviewed; 34 of those were approved; 8 were denied; and the rest were returned for not being complete. The DRC will meet again on November 2, 2009.
Lifestyle Director report, Erin listed the many activities that have occurred in October and touched on some coming up in November and December. Check the calendar for a complete list.
Erin submitted applications for approval for the following groups:
Golf group - approved
Dog Club – approved
Social group – not approved
Line Dancing - approved
Pinochle group – not approved
The meeting was then opened for Public Forum. Many residents expressed concern with the way the board communicates to the members. Mr. Bill Elliott spoke regarding the Glenbrooke Communication petition that was circulated. He stated that 10% of residents do not own computer, 30% do not go to the Associations website; and Apple users are not able to access the website.
Mr. Elliott suggested that those with a computer get Association communication emailed to them directly; volunteers could take communication to the residents that don’t have computers. No action was taken as this was during Public Forum.
Ken Sherwood asked about the background to the proposed Guest policy resolution 2009-009. Specifically, he did not feel it developed positive relationships. Who developed it? Why was it needed? What was it suppose to accomplish?
There were questions about not having a President’s report at the Annual meeting.
There were suggestions for the Board to utilize resident committees for adoption of rules and regulations changes and budget development. The Board declined.
Darcie Gore raised the issue of having monthly meetings as provided for in the Bylaws. Questions regarding who developed the budget, if it provided for extended summer hours were raised.
Under unfinished business, the board approved the DRC resolution that modified shade structures to be consistent with the Master Plan.
There was confusion regarding the New Guest Policy. The Board did not approve Resolution 2009-009 as posted. It died for lack of second.
The Board had developed a new policy with modifications and additions to the 2009-009 that had been posted. When asked if the new Policy would be 2009-010 and posted for 30 days for the residents to have the opportunity to review Mr. Van Dam stated no, it would be 2009-009, it would not be posted for review and was only read out loud after repeated requests to know what the Board was adopting. The policy was read the board voted approval.
No one was provided a copy of the newly approved policy. We were told the policy takes effect immediately and that a copy would be mailed to the residents in the next 15 days. A couple of points from being read.
There will be no fees for guests
Unaccompanied guests may not use facilities at anytime
No more that 6 guests accompanied by residents
Guests are not allowed to use the fitness center at any time.
Again there was discussion regarding having monthly Board Meetings as opposed to quarterly. The board adopted the following Board meeting schedule for 2010:
January 20th
April 21st
July 21st
August 11th
October 20th.
Throughout the Board meeting there were Points of Order raised and procedural confusion. Resident, Vickie Glaser was able to assist the Board in tracking motions.
