The remaining changes proposed for guest policy
What other changes might be in store for the Glenbrooke guest policy?
While fees have been dropped from Resolution 2009.009, there are still other changes to be reviewed at the next Board meeting scheduled for October 21, 2009 . For example, do you agree that guests should only be allowed to use facilities 18 times in one year?
Does that mean all facilities or 18 times for the pool, 18 times for billiards and 18 times for the fitness center? Should guests be allowed to use the fitness center at all or should there be an age limit? Anytime policies are written terms must be defined.
Rick Huff earlier compiled a side by side comparison of the proposed guest policy changes which was published HERE. Since then, the Board has announced it would drop any proposed guest fees. How do you feel about the remaining changes?

Resident input continues to be important. We will not know which provisions will be kept, added or deleted until after that meeting. If the Resolution does not "die" for lack of action, it will be morphed into a new Resolution. In reviewing the list of approved resolutions, it does not appear that resolutions are modified or amended by the use of a letter or number (ie, 2009.009R; 2009.009A or 2009.009.1). Therefore, it is likely to resurface as 2009.010 (or higher, if there are more resolutions next meeting).
Since it is unknown what discussion might take place regarding the guest use issues during the Board meeting, it is impossible for staff to provide a preview of any proposed changes on the agenda item. HOWEVER, any changes or revisions MUST be posted for an additional 30 day period to give residents time to review and comment (as we did on the fee proposals).
If the Board continues to meet quarterly, that suggests the following timeline for any changes: October next Board meeting, discussion of guest policy. - If the entire policy does not "die'" for lack of action, the Board will direct staff to draft new policy. Board approves to post for 30 days.
January 2010, Board meets again. Resolution is approved or the process starts over and staff is directed to revise. The Board would not meet again until April. Obviously, this process could continue until the Board either adopts a revised policy or takes no action.
The Bylaws state the board will meet monthly, but no less than quarterly. While the Board is within its rights to meet quarterly, it appears quarterly Board meetings no longer serve the fast growing needs and changes in a timely manner.
There is an HOA governance information meeting on October 7th at 5:30 to better explain the process in which rules and policies are developed. This is our neighborhood and it pays to be informed about the structure that governs common facilities.

I would like to know the reasoning behind the set visitor time as '18 time'. Your question "Does this apply to each activity singly or does it apply to visits to the facility, including all activities.
Phyliis thanks for weighing in here. I worried that once the fees have been dropped people are not looking at the remaining issues.
I wrote to the Board members and stated that I thought I was unreasonable. We don't have family in the area or any visitors, but if I did, I would think that a weekly visit was not unreasonable. That would be 52 visits. This seems especially reasonablle now when there is plenty of room in the pool. However, I do support a 'residents only' rule for the gym due to space limitation and maintainance expenses on equipment. . That is just my opinion.
What do you think is reasonable amount of visits. Does it even need to be counted?
Has a problem been DOCUMENTED?
Seems we will have to wait until the next BOD meeting on October 21 to see what the revised Resolution is or if it "dies" for lack of action. Hopefully the next Resolution, if there is one, will better explain what constitutes "a visit". I would also like to hear of the documented problem that was the reason for this Resolution. Also, I would like it fully explained in the Resolution how staff will enforce this Resolution and document all visits....18 or 60. It is my belief this was a hastily written Resolution and was given very little thought to how they were going to enforce it. We don't have family that visit the facility, but fairness and common sense is what I would like to see used. This could even be premature since the complex has not been built out and sales will be issuing passes for visitors to use the facilities, but owners are restricted. Makes no sense to me. I do believe it would be important for everyone to attend the meeting on October 7th at 5:30.
